Pursuant to the High Level Dialogue of the Somaliland-Somalia Dialogue held in Djibouti on 14 June 2020, chaired by Djibouti, Somalia, Ethiopia and Somaliland, the Ministerial Level Negotiation Committee appointed by the leaders met on 15-17 June 2020.
The ministerial-level delegations from Somaliland and Somalia discussed the issues in a warm and fraternal manner, in the presence of the conference mediator, the Djiboutian Foreign Minister and the facilitators from the United States. and the European Union.
It was agreed that the newly formed 14-member Ministerial Dialogue Committee, chaired by HE Abdi Mohamed Sabriye, Minister of Interior, will be chaired by HE Yassin Haji Mohamud Hir, Minister of Foreign Affairs of Somaliland. , to lead Somaliland-Somalia Dialogue from now on.
During the three days of talks, the two sides exchanged a number of views on sensitive issues. They agreed on a Common Conduct of Meetings, with the support of the Mediator and Conference Facilitators. They have long discussed measures to build trust that are key to any progress in negotiations. The two sides agreed to refrain from any action that could mislead the talks.
In terms of humanitarian aid and development assistance, the two sides agreed in principle not to politicize the issue, details of which will be left to a working Technical Subcommittee. agreed to establish another Technical Subcommittee that will focus on joint management of the airspace issue.
In addition, the two sides agreed to establish a Technical Sub-Committee on Security to address security issues. All of these Technical Sub-Committees will meet in Djibouti in two weeks to work on moving forward and implementing the agreed provisions.
The two sides also agreed not to disrupt the flow of communication between the two non-political and cultural communities in the areas of culture, education, sports and trade, in order to strengthen peace and dialogue between Somaliland and Somalia.
The Ministerial Negotiation Committee will reconvene within 45 days in Djibouti to review the Sub-Committees' reports and the overall progress of the talks.
