Department Overview

The Protocol Department of the Ministry of Foreign Affairs and International Cooperation of the Republic of Somaliland is responsible for upholding diplomatic procedures, managing official engagements, and ensuring ceremonial excellence in line with international norms and Somaliland’s national policies. It plays a pivotal role in safeguarding the state’s formal image by facilitating dignified, organized, and secure interactions between the government and foreign as well as national actors.

The Department ensures that all diplomatic missions, visiting delegations, and official functions are conducted according to recognized international standards, particularly the Vienna Convention on Diplomatic Relations, while reflecting the sovereignty and traditions of Somaliland. It also manages the issuance of Note Verbales, diplomatic accreditations, privileges and immunities, and supports the operational requirements for major state events.

In addition to coordinating state ceremonies and VIP airport receptions, the Protocol Department oversees the diplomatic privileges such as tax exemptions, manages diplomatic security coordination, and maintains engagement with foreign and diaspora communities to enhance Somaliland’s international image.

The Department operates with a commitment to professionalism, timeliness, and discretion, recognizing its strategic role in projecting Somaliland’s interests on the global stage and reinforcing strong diplomatic relationships.
 

• Ensure dignified and efficient reception of foreign dignitaries and official delegations.
• Organize and manage state ceremonies, national events, and formal diplomatic functions.
• Oversee the registration, accreditation, and identification of diplomatic missions, staff, and UN agencies.
• Facilitate customs exemptions, tax clearances, and security permits in accordance with international agreements.
• Support the issuance of residency and visa services for foreign diplomats and government officials.
• Promote compliance with the Vienna Conventions and maintain high standards of diplomatic courtesy and inter-agency coordination.
• Serve as the primary liaison between foreign missions and Somaliland institutions on protocol and administrative matters.
